TL;DR: A roofing permit in Oklahoma City has been required since August 1, 2025 for any reroof or repair over 500 square feet on a house or duplex. Nearby cities split: Edmond requires none, while Yukon, Bethany, Midwest City, Warr Acres, Piedmont and Nichols Hills all require one. Moore and Del City don’t publish a clear reroof rule, so call the city before work starts.
Whether you need a roofing permit in Oklahoma City depends less on the job than on which city your house actually sits in. OKC added a reroof permit in 2025, and the suburbs around it each set their own rules. Some cover repairs, and one skips roof permits entirely. This guide lays the rules side by side so you know what to expect before a crew arrives. If you’re still at the planning stage, our roof replacement services page walks through the full process.
Roofing Permit Rules in Oklahoma City and Nearby Cities
Every fact below comes from the city’s own code, fee sheet or permit form. Where a city doesn’t publish a rule, the table says so instead of guessing.
| City | Permit to replace a roof? | Repairs | Permit fee | City roofer registration | Worth knowing |
|---|---|---|---|---|---|
| Oklahoma City | Yes, over 500 sq ft (since 2025-08-01) | Yes, over 500 sq ft | Flat fee, listed on okc.gov | Not published | One layer only, no overlays |
| Edmond | No | No | None | Not published | The city doesn’t inspect roof coverings |
| Moore | Not published, call the city | Not published | No roof-specific fee published | Yes, through GovBuilt | 135-mph wind code covers new homes only |
| Yukon | Yes, before work starts | Not published | $52.50, plus $4 state and $0.50 city | Yes | Permit must be visible from the street |
| Bethany | Yes | Not published | $50 | Yes, $30 | Reinspection $25 first, then $50 |
| Midwest City | Yes | Yes | $50 | Yes | City runs a residential roofing inspection |
| Del City | Not published, call the city | Not published | Not published | No roofing category on the form | Permits apply to owner-performed work too |
| Nichols Hills | Yes | Yes, unless 25% or less with like materials | Not published | Not published | Building Commission lists approved materials |
| Warr Acres | Yes | Yes | $50 | Yes | Working without a permit costs double the fee |
| Piedmont | Yes | Not published | Per city fee schedule | Yes, city contractor license | Separate permit for each building |
One rule applies in every city on this list. Oklahoma requires every roofer to register with the Construction Industries Board (CIB) before advertising, offering or doing roofing work, with at least $500,000 of general liability insurance for residential jobs.
Does Oklahoma City Require a Permit to Replace a Roof?
Yes. Since August 1, 2025, OKC requires a permit to remove, repair or replace more than 500 square feet of roofing on a single-family home or duplex. Maintenance of 500 square feet or less is exempt. Permits are usually issued the day you apply, and the city’s inspections cover roof condition, flashing, drainage and installation.
The city’s reroof checklist also allows only one layer of roofing. That means a tear-off, not a new layer nailed over the old one. OKC’s Development Center also advises asking to see your roofer’s state registration before work starts.
Statewide, Oklahoma adopted the 2024 International Residential Code effective September 14, 2026. Among other things, it requires drip edge at the eaves and rakes.
Which Metro Cities Require a Permit for Roof Repairs?
Repairs are where the rules differ most. Midwest City’s code requires a permit for reroofs and roof repairs alike. Warr Acres lists one permit type covering reroofs, repairs and replacements, and its fee sheet sets the penalty for working without a permit at twice the permit fee.
Nichols Hills requires a permit to remove coverings, repair the roof deck, install a new covering or add an overlay. The exception is replacing 25% or less of the roof with like materials. Our guide to Nichols Hills roofing permits covers the city’s approved materials in detail.
Edmond sits at the other end. The city doesn’t require a permit to replace or repair residential roof coverings and doesn’t inspect them. Because no inspector checks the work, ask your roofer for photos of the deck, underlayment and flashing before the shingles go on. Our post on Edmond roofing permits and HOA rules explains what to watch for there.
Check Your City Limits, Not Your Mailing Address
A Yukon mailing address doesn’t always mean Yukon’s rules apply. Surrey Hills carries a Yukon 73099 address but sits inside Oklahoma City limits, so the OKC reroof permit applies there, not Yukon’s. The reverse happens too: subdivisions such as Skyline Trails and Somers Pointe may carry a Yukon address while sitting in Mustang or unincorporated county land.
The U.S. Census Geocoder will tell you which city your address falls in. Enter your address and look at the incorporated place it returns. That’s the city whose permit desk you need.
Who Pulls the Roofing Permit, the Roofer or the Homeowner?
None of the city documents we reviewed says outright who must apply, so confirm it with your roofer and the city. What the cities do publish points toward the contractor’s side of the table:
- Yukon requires a City of Yukon contractor registration on top of CIB registration, and the permit must be posted where it’s visible from the street.
- Warr Acres asks for city registration and state registration on its roofing permit application, along with the roofing material, number of squares and decking type.
- Piedmont requires every roofing subcontractor to hold a city license, asks for a separate permit for each building, and gives metal and flat roof applications a 3-day review of the manufacturer’s instructions.
- Bethany, Midwest City and Moore each run their own roofing contractor registration.
- Del City’s application says permits and inspections apply even when the owner does the work.
Before you sign, ask who will apply for the permit, and ask to see it before tear-off. In a city that requires registration, a roofer who hasn’t registered can’t legally work there, however good the price looks. Our guide on how to choose a roofing contractor covers the rest of the vetting, including how to check a CIB registration.
How to Decide What Your Project Needs
Start with your city, then match the job to the table. A full replacement needs a permit almost everywhere except Edmond. A small repair may or may not, depending on the city and the size of the job. For Moore and Del City, call the permit desk, since neither publishes a reroof-specific rule.
Older homes deserve extra care. Midwest City, Del City and Bethany have large numbers of mid-century ranches that may have more than one layer of shingles. In OKC, the one-layer rule makes a tear-off mandatory, and a tear-off is the norm in older homes elsewhere too.

Frequently asked questions
Do I need a permit to replace my roof in Oklahoma City?
Yes. Since August 1, 2025, Oklahoma City requires a permit to remove, repair or replace more than 500 square feet of roofing on a single-family home or duplex. Smaller maintenance is exempt. Permits are usually issued the day you apply, and the city's checklist allows only one layer of roofing, so an overlay on top of old shingles isn't allowed.
Does Edmond require a roofing permit?
No. The City of Edmond doesn't require a permit to replace or repair residential roof coverings, and it doesn't inspect them. Your roofer still has to be registered with the Oklahoma Construction Industries Board. Because no city inspector checks the work, ask your roofer for photos of the deck, underlayment and flashing before the new shingles go on.
Which metro cities require a permit for roof repairs?
Midwest City requires a permit for roof repairs as well as reroofs. Warr Acres lists one permit for reroofs, repairs and replacements. Nichols Hills requires one unless you replace 25% or less of the roof with like materials, and Oklahoma City requires one when the work is over 500 square feet. Edmond requires none. For Moore and Del City, call the city.
Who pulls the roofing permit, the roofer or the homeowner?
The city documents we reviewed don't say outright, so ask your roofer and confirm with the city. Several cities, including Yukon, Bethany, Midwest City, Moore, Warr Acres and Piedmont, require the roofer to register or hold a city license before working there. Ask who will apply, and ask to see the permit before tear-off begins.
My address says Yukon. Which city's permit rules apply?
The city your home sits in, not the one on your mail. Surrey Hills has a Yukon 73099 address but is inside Oklahoma City limits, so the OKC permit applies. Some subdivisions with Yukon addresses sit in Mustang or unincorporated county land. The U.S. Census Geocoder shows which incorporated city your address falls in.
